DHL International Express Pricing, Surcharges, and Duties

1. HKDHL prices can be queried directly on the website: http://www.PFCexpress.com
The HKDHL volumetric weight calculation formula is: Length (cm) x Width (cm) x Height (cm) / 5000. If the volumetric weight is greater than the actual weight, charges will be based on volumetric weight; the greater of the two applies.

2. Hong Kong DHL International Express Surcharges

Remote Area Surcharge: Shipments to remote areas incur a surcharge. Standard rate: RMB 4.2/kg * (1 + current month's fuel surcharge). Minimum charge per shipment: RMB 210 * (1 + current month's fuel surcharge). DHL Remote Area Query URL: http://dct.dhl.com/. Our operators will check if the area is remote by postal code or city name. While website queries are not 100% accurate, final billing will be based on DHL's invoice. If DHL bills it as remote, we will automatically collect the remote fee. Textile Fee: Textiles are exempt from transshipment certificate fees (Note: Nigeria does not accept textiles).

Fuel Surcharge: The fuel surcharge for HKDHL is already included in the freight.

3. DHL International Express Duties

Subject to actual customs clearance costs (generally, higher declared value results in higher duties; if the declared value is excessively lower than the actual value, it may also result in high duties). If the recipient refuses to pay duties, the duties will automatically be borne by the shipper.

4. Notes

a. Calculation for lightweight/bulky cargo: Length (cm) x Width (cm) x Height (cm) / 5000.
b. For shipments weighing over 21kg, any decimal portion less than 1kg will be rounded up to the next whole kilogram for billing.

DHL International Express Tracking

After the goods leave the Fastlink Logistics processing center and clear customs smoothly on the same day, records can be seen on the HKDHL query website. Full tracking information can be viewed on the HKDHL website, including the signing time and the name of the signatory.
For DHL shipments, a tracking number is generated after our company processes the dispatch. It usually goes online within 2 working days after shipment. Once online, the tracking number provided by us can be used as a reference for real-time tracking. The query method is as follows:
1) Please log in to the DHL International Express query website: https://www.cn.dhl.com/publish/cn/zh/eshipping/track/sref.high.html;
2) Click "Track by Shipper's Reference";
3) Enter the Shipper's Reference number (i.e., the tracking number provided by us) and fill in the shipment date range. Please ensure the date entered is earlier than the actual shipment date.
DHL Express Volumetric Weight Limits
Maximum length per piece: 1.2m; Maximum weight per piece: 70KG. For single packages exceeding length or weight limits, please consult our customer service before shipping.
1. For shipments to Nigeria, single piece weight must not exceed 70KG, and total shipment weight must not exceed 70KG. If exceeded, split the shipment.
2. For shipments to Angola, single piece weight must not exceed 50KG, and total shipment weight must not exceed 300KG.
3. For shipments to Tunisia, single piece weight must not exceed 30KG, and total shipment weight must not exceed 40KG.
4. For shipments to Algeria, single piece must not exceed 40KG.
Calculation method for Overlength/Overweight Surcharge:
a) For one tracking number (i.e., one shipment), regardless of the number of pieces, if any single piece has a side length exceeding 120CM or weighs over 70KG, HKDHL will charge a surcharge of 810 * (1 + current month's fuel) RMB per shipment.
b) For one tracking number (i.e., one shipment), regardless of the number of pieces, if one piece exceeds 120CM in length AND another piece exceeds 70KG in weight, HKDHL will still only charge 810 * (1 + current month's fuel) RMB per shipment. That is, one tracking number (one shipment) will be charged a maximum of one 810 * (1 + current month's fuel) RMB surcharge.

DHL Prohibited Items

1. Dangerous goods prohibited by aviation, liquids, powders, etc. Goods explicitly prohibited by the state from export, such as antiques, currency, and other infringing products.
2. Items requiring additional documentation
When shipping batteries or items containing batteries, MSDS certificates and battery letters (original copies required) must be provided (contact customer service if necessary).
For branded products, formal purchase invoices or authorization letters must be provided.
3. Motors, engines, and similar products cannot be shipped.

DHL International Express Insurance and Claims

1. For insured parcels, insurance fees and compensation shall be executed according to the terms stipulated in Fastlink Logistics' "Insurance Services."
2. For uninsured parcels, claims shall follow these terms:
a) For short shipments, missing goods, or damaged parcels:
If the recipient receives a parcel with inconsistent weight, quantity, or piece count, or a damaged parcel, please report the loss or damage to the local DHL within 24 hours of receipt. Provide us with the local registration number within 7 working days for us to file a claim investigation with DHL. Upon DHL verification, the maximum compensation is a waiver of freight fees plus compensation for the declared value of the parcel, not exceeding USD 100. Partial damage or loss will be compensated based on the percentage of actual loss to the total quantity, but the maximum compensation will not exceed USD 100.
b) Parcel loss due to customs inspection:
When parcels pass through customs, if customs opens the package for inspection, it may lead to loss of the parcel, loss of contents (total or partial), or seizure by customs. Fastlink Logistics assumes no responsibility for this.

Customer Order System Operations

1. Item Description
When declaring the product name, fill in the actual name and quantity. Declarations as "Gift" or "Sample" are not accepted.
2. Declared Value
HKDHL has no specific requirements for declared value; customers can decide the amount themselves. However, it is recommended to declare according to the actual value of the goods to avoid high duties and penalties.
3. Recipient Address
HKDHL does not accept PO BOX addresses; a recipient phone number must be provided. The above information must be filled in English; other languages are not accepted.

Shipping Requirements

1. Orders must be created in the Fastlink Logistics system (enter parcel info), and print the Invoice (3 copies) and Waybill (1 copy) from the system to accompany the goods when handing them over to us.
2. Avoid unnecessary logos; for fragile items, it is recommended to affix fragile stickers.
3. Fill in order information correctly in English; item names should be detailed, and declarations like "Gift" or "Sample" should not be used.
4. Order information can be uploaded in batches via Excel or created via API.
DHL International Express Returns
If a parcel is returned to the sender due to recipient unavailability, inability to enter the destination customs, or failure to provide handling instructions within the prescribed time limit, the freight cost from the destination country back to Hong Kong or Shenzhen will be borne by the sender. Fastlink Logistics will automatically deduct the relevant fees from the sender's account (Fastlink Logistics will provide the relevant DHL bill).

DHL International Express Miscellaneous Fees

(I) Address Change Fee

A fee of RMB 100 per shipment will be levied for address changes (fuel surcharge not applicable). This applies to:

1. Incorrect or incomplete recipient address details (city, postal code, country, street address) causing failed delivery.
2. Recipient has moved from the address on the waybill, or has left the hotel listed, causing failed delivery.
3. Recipient has left the company listed on the waybill, and that company refuses to accept the shipment.

(II) Duty Prepayment Handling Fee

Fee adjusted to RMB 150 per shipment for Shipper-paid Duties (DDP) and Third-Party Account duty payments.

(III) Overlength/Overweight Surcharge

For any single piece exceeding 70KG actual weight (excluding 70KG) or any side dimension exceeding 120CM, Hong Kong DHL will levy an Overweight/Overlength handling fee of 810 RMB per shipment, plus the current month's fuel surcharge.

(IV) Special Handling Fee

Shipments under the following conditions will incur a Special Handling Fee of 1250 RMB per shipment, plus the current month's fuel surcharge:

1. Goods marked with signs/text indicating "Do Not Stack" or similar warnings (excluding specific shipper instructions).
2. Outer packaging (or unpackaged items) unable to withstand stacking, or shapes/pallets obstructing safe stacking of a second pallet or other non-pallet shipments.

(V) Remote Area Surcharge: 4.2 RMB/KG, Minimum 210 RMB, plus current month's fuel surcharge.

(IX) High-Risk Area Surcharge: (Applicable to Documents + Packages) Rate: 185 RMB/shipment, plus current month's fuel. (Country List: Afghanistan, Burundi, Iraq, Libya, Mali, Niger, Syria, South Sudan, Yemen)
(X) Restricted Destination Surcharge: (Applicable to Packages only, Documents excluded) Rate: 280 RMB/shipment. (Country List: Central African Republic, Côte d'Ivoire, DR Congo, Eritrea, Iran, Iraq, North Korea, Liberia, Libya, Somalia, Sudan, Syria, Yemen)

Note: For countries/regions appearing on both the High-Risk and Restricted Destination lists (e.g., Iraq, Libya, Syria, Yemen), the charging standard is: 185 RMB + Fuel Surcharge + 280 RMB.
